As of January 2011, all residential rental property owners must obtain an annual Residential Rental Business license and a periodic inspection of each unit. This applies to all multi-family units (2 or more units) and to condominiums, single-family, and accessory dwelling units occupied by tenants who pay rent.
Annual License Fees

Periodic Inspection Required
The business license requires an inspection of each unit every fifth year. The inspections may be performed by City Inspectors or by private inspectors who meet certain qualifications and are pre-approved by the City:
- Washington State Licensed Architects
- Washington State Licensed Home Inspectors
- Certified AACE Property Maintenance and Housing Inspectors
- Certified ICC Property Maintenance and Housing Inspectors
- Certified ICC Residential Building Code Inspectors
Units occupied by a Section 8 tenant are exempt from the required inspections but owners must still obtain an annual license. Documentation from the Section 8 office is required to obtain the inspection exemption.
