The Washington State Commute Trip Reduction (CTR) program is a partnership with state and local governments, major employers and other agencies. The CTR Program eliminates statewide about 20,000 vehicles each morning from our roadways, reducing air pollution and congestion.
The Washington State CTR law (RCW 7094.521) was adopted by the State Legislature in 1991 and incorporated into the Washington Clean Air Act. The purpose of the law is to reduce traffic congestion, minimize energy consumption and to improve air quality by convincing people to try other ways of getting to work besides driving alone. The law requires the state's largest employers to promote commute alternatives such as buses, carpools, vanpools, bicycle riding, walking, working from home, compressed work weeks and flexible work schedules. The City Of Tukwila adopted its CTR ordinance in February 1993 as required by the State of Washington. The City's ordinance requires employers with more than 100 employees who are scheduled to begin work between the hours of 6:00am and 9:00am to submit an annual plan to the City. The plan shows how the company will reduce single occupancy trips to the work site. The Washington State Department of Transportation (WSDOT) allocates funding to jurisdictions for the commute trip reduction program.
Modifications to the CTR Law
In 2006, the CTR law was modified by state legislature and adopted as the CTR Efficiency Act. The goal of the CTR Efficiency Act is to improve the efficiency of the overall transportation system by requiring jurisdictions to decrease drive alone rates by 10% and vehicle miles traveled by 13% over the next four years. This is an aggressive goal and we will work hard to promote alternatives to driving alone to achieve this city wide goal by 2011. Modifications to the CTR program under the CTR Efficiency Act are intended to focus on the most congested areas of the state by increasing the planning coordination between local, regional, and state organizations. The City of Tukwila's modified CTR Program includes strategies outlined in the Tukwila Commute Trip Reduction Plan (see link to adopted CTR plan below).The modified CTR Program begins January of 2008.
CTR in Tukwila Today
Today more than 1200 employers participate in CTR in Washington state. These companies encourage employees to seek alternatives to driving to work alone, such as walking, biking, using an alternative work schedules, vanpooling, riding the train, carpooling or riding the bus. The City encourages all employers to voluntarily develop and participate in CTR programs. City assistance in handling transportation demand issues is available to all Tukwila employers.
